Lower RSYNC_MAX_RUNTIME_HOURS from 23 to 19
Daily maintenance jobs alone now take ~4h with rsync disabled. 19h cap leaves enough room in the 24h cycle for maintenance to still run same-day before the next 1am fire, even if a share hits the cap.
