Gmer4Lfe 1a47f864f9 Put the media seed behind MEDIA_SEED_ENABLED so a partner filled by other means never starts a multi-week transfer 
Tier 2 beside the per-orchestrator gates. Unset reads as on — the toggle postdates the seed.

Gmer4Lfe ad623353bc Stop the media seed from holding the onboard, and therefore the partnership, open for weeks 
A first seed is ~28 TB behind a 12.5 MB/s bwlimit, and it ran inline as Step 9d, so the
phase-2 flag every status reader depends on was written only after it finished.

- Tools/Manual-Tools.md: fallback_state_reset.sh marked not yet built; manual
  workaround added; TOC entry updated; failover→fallback rename throughout
- Watchdogs/Manual-Watchdogs.md: System Watchdog config block updated — remove
  pre-split vars (MEM_WARN_GB, MEM_SHUTDOWN_GB, MEM_GB, MEM_RECOVER_GB,
  SYS_WATCHDOG_MEM_SHUTDOWN_EXCLUDED, SYS_WATCHDOG_REQUIRED_CONTAINERS);
  add SYS_WATCHDOG_MEM_GB (reboot trigger only); fix state file path names
  (watchdog_state.db → container_watchdog_state.db,
  sys_watchdog_state.db → system_watchdog_state.db)
- Orchestrators/README-Orchestrators.md: add monthly_maintenance.sh section
  with two-gate model, configuration reference, and usage examples

- downloaders_reset: connection check block before slskd API sections;
  triggers PUT /api/v0/server reconnect if disconnected, polls 60s,
  gates Stuck Searches and Dead Transfer Records on SLSKD_CONNECTED
- Sync all modified/new/deleted files from v2 refactor across Docker_Essentials,
  Media, Monitors, Partnership, Rsync, Tools, Transcodes, unRAID_Essentials,
  common.sh, master confs, and new Manual/README docs
